Basically you can shift user from 1775 to other layers.
You can use non gbr, pdcch load if exceed 60% utilization on 1775 then user shift to other layer using inter freq LB.

Just plot user throughput vs no of users.
I’m seeing from user throughput point of view.
If we reduced no of user i.e. RRC user.
Then value can improve but come at cost of payload.
Plot CQI as well with RRC user, user throughput to see correlation.
Try to bring balance in user by pushing traffic.
