Sector having Radio Drop Rate and VoLTE Call in another sector

Hi Experts,
Could you please provide an idea:
A customer says he is unable to make a call in one area;
When we check we can see sector 2 is serving to that location and its working good;
But sector 1 of the same site having Radio Drop Rate.
Will it impact the Customer to make a VoLTE call?
Huawei system.
