Same URA belonging to different RNC's

Hi,
I noticed in network one URA belonging to two different RNC’s.
Is URA local to RNC, for example, URA 2 in RNC 1 will be different from URA 2 in RNC 2?
Or it will be the same URA, and mobiles will be paged from different RNC’s?

Same URA defining in two RNCs at different geographical locations is useless, may be it is due to rehoming activities.

What if two RNC’s are at the same geografical location, and two neighbor cells from different RNC’s use the same URA. Could this work?
