RSRQ in LTE when tuning the network

Why RSRQ in LTE mostly just plot DT results in reports but not consider it when tuning the network? It has no criteria in defining problem area and also in calculating KPI not included. May I know the reason behind this?

  1. The requirement for RSRQ mobility increases as the network load increases and levels of interference become more significant.

  2. there is an increased requirement for RSRQ mobility in low band like L800 compared to L2600.

  3. RSRQ mobility is mostly required in dense urban.

4.there are locations where UE can remain camped on a cell due to adequate RSRP but cannot establish a connection due to poor RSRQ.
