In version 19B complying with 3GPP f40 specifications, SIB1 is broadcast in NSA networking for automatic neighbor relation (ANR) measurements. However, most commercial UEs currently do not support ANR measurements. Therefore, SIB1 broadcast can be disabled in NSA networking to save RB resources.

Samsung have speacial proprietary feature for ANR called as EMS based ANR.
Without reading SIB 1 EMS can identify NBR based on PCI.

How is the procedure?

EMS have all the network databse.
Distance from source cell is one of the factor while identifying nbr.

And if any UE supporting NCGI reporting, then CDRX will be configured and normal ANR operarion is done.
