Yes, It is possible that external interference is affecting only one particular band.
It may not necessarily be repeaters. It could be a new TV broadcast [just a example] which is using some portion of U900. We faced this issue in our network.
The only way to find the source is RF scan using field measurements and locate it.
Also try to Plot the RTWP hourly pattern, If it improves in some hours?
