Packet injection on 4G

Hello,
Anyone know how to do packet injection on 4G, Huawei 3900?
On SRAN12, i was doing STR UUDATA.
But on SRAN15, i do not have the command.

Basically, on the BTS you will send empty PDCP to the UE by using the T-MSI.
