No PDSCH for secondary cell after sCell addition

Hi Experts,
Band 40 contiguous Carrier aggregation (TDD+TDD) 2CC, we don’t see any pdsch for secondary cell even after scell addition and mac ce for activation.
What could be the reason?
And after few seconds n/w sends mac ce for deactivation of scell.
Rf/sinr/cqi are very good.

How scell addition possible without mac ce?

By RRC. Only activation is done by MAC CE.

Issue resolved with channel card reset.
