New created site on new RNC cannot make CS calls (only PS)

Dear Experts.
A new site created, but on 3G cannot make cs calls while can activate data.
When make cs call and then activate data during the call it is ok can use ps data.
First site on a new RNC.
Any suggestions?

From the symtom issue due to CGI not define yet on Core side.

Hello All.

I created a 3G cell, it’s radiating, and subscribers are able to connect to the it, but no call or data transfer is happening.

No particular alarm in the site or RNC.

Can anyone suggest what to check in such case?

Check that CGI and LAI are created in MSC.

Location Area Identity.

LAI stands for Location Area Identity.

The Location Area Identity uniquely identifies a LA (Location Area) within any PLMN (Public Land Mobile Network).

It is comprised of the MCC (Mobile Country Code), MNC (Mobile Network Code) and the LAC (Location Area Code).
