Load Balancing on different LTE frequencies

Dear Experts,
Do you have any idea for load balance on LTE different frequencies?

I also have same query:
LTE L1800 and L900 cell level traffic balance.
Huawei system.
Any suggestions?

I assumed those two cells are co-sector,

  • Layering should be L1800 higher prio than L900
  • MLB on active user threshold or utilization should be adjusted with regard of highest-utilized band
  • RS, Pa & Pb can be adjusted, RS reduction on highest utilized cell (with Pa & Pb modification as well, so you’ll have same amount of total power)
  • RET modification
  • physical antenna adjustment
