Normally UE has one Tx antenna and two Rx antenna and the TX power is 23 dBm i.e. 200 mW.
Now if the UE support UL MIMO say 2×2, then the TX power will be 26 dBm i.e. 400 mW.

I mean: if 23 dbm is of each antena power → total UE power is 26 dbm if 2 tx
In BTS side, 20W is always considered as power per Tx port.
So, eNB with 4 ports are 80 W.
