In order to make a final determination that the relevant cell is congested, the following conditions must occur at least three days a week during the Busy hour:

Congested Cell
RB Utilization > 85%
User Throughput<~2Mbps

It’s great methodology & simple (I called it quadrant score) as you can implemented also for,

  1. RSRP vs RSRQ.
  2. RSRP vs SINR.
