Inter frequency Handover between two shared operators Huawei

Hello experts!

We have operator “A” which shared LTE from operator “B” and “C” at one location. Vendor is Huawei.
The main problem is the HO between operators is bad. I’m passing near of site operator “B”, but still sitting on site operator “C” which is 2km away, and RSRP is -103dBm. Please write which parameters need to check/change.
