What can be done to improve the accessibility of high TA cells, which are known offenders and can not be down tilted because of traffic loss?

Any parameter which you can suggest can be tuned?

Tune reselection parameters so to shift traffic in idle mode to other neighbouring cells.

So you will get accessibility improved.

Can we make alpha 1 here for full compensation?

If you will make alpha 1 it will put more pressure on PUSCH TX Power of the UE.

In Accessibility it is rach failure, if so check cell radius and preamble format too.

If cell radius less and rach failure, then access fail can happen.
