For example, one user with SIM speed limit of 50 Mbps and another with 100 Mbps, assuming these two are in one cell with the same RF conditions.

Some difference seen in priority allocation.

I think APN max bit rate is same for all UE. Just UE max bit rate are different for each UE.
And also each UE may have different priority/qci, eNB has set different scheduling priority for each UE so their throughput may be different.
For eg: UE2 has scheduling priority double than UE1, so if cell capacity is 150 Mbps → UE2 will be 100 Mbps and UE1 is 50 Mbps.

UE AMBR is maximum bit rate PGW allows for a UE.
APN AMBR is maximum bit rate for specific APN.
