In NR while handling the measurement gaps UE is not allowed to transmit ULSCH except Msg3.

How a UE which is doing measurements on other frequencies will process the msg3?

Can someone please elaborate on this?

I think that UE only do gap-measurement on other frequency if UE already in RRC-connected mode. Transmitting msg3 means UE still not in connected mode, and it is not afected.
