Estimate UL SINR using DL measurements in LTE and NSA NR

Hi All,
Is there a way to estimate UL SINR using DL measurements in LTE and NSA NR?

UL SINR calculate at eNodeB/gNB end it’s due to user impacting interference in site, i.e. noise.
I think overlapping between cells as per ISD and TA samples can indicate how worse/better can be UL SINR.
To improve UL SINR, options are power control settings parameter fine tuning / overlapping reduction between cells.
