eNB sending info to UE not present in Network

Hi Experts.

How the eNB send to UE N77 and N78 if I don’t have it in my network?

The UE answer with B3(DL/UL)_N1(DL)_N78(DL_UL)…I have only B3+B7_N1 in my net. The question is: above in N1 I saw only DL. Is it a problem?
