Counters in 5G for GBR bearers (VoNR for example) released when QoS cannot be fulfilled

Hi All,
Question about 4G and 5G.
We all know that in 4G no call/GBR bearer is released when QoS cannot be not fulfilled anymore by scheduler.
This is supossed to change in 5G.
Here’s the question in 5G: which counters in 5G for GBR bearers (VoNR for example) released when QoS cannot be fulfilled anymore?
Vendor is Huawei.

Is it vendor specific feature or 3gpp?

Bearer dropped due to congestion?
GBR bearers are last one released.
All networks has Voice as priority service.
So if GBR cannot be fulfilled, cell is in serious congestion.

Yes but even in this case some beares should be kept and some released according to priorities.
This does not happen in 4G.

Huawei’s fair schedular has this thing to keep some Non GBRs even in congestion.
