Well , I will exactly tell you what does it mean p0-pucch =7 or zero.

If you did receive the initial grants, it means the power control setting and TA is correct. Now it is SR protocol itself. As @Deepak_Joshi mentioned, you need check UE buffer report related processing. One issue to check, after SR, you didn’t receive grant, but did you receive any other things from eNB, i.e., buffer report request. Did UE meet the requirements of eNB granting? Maybe there are something like configuration mismatch.
