ANR deleting SCTP links

Hello Experts.
Anyone come across an issue where ANR deletes SCTP links?

if SON ANR is enabled on the LTE eNodeBs, X2 neighbors are being added to Neighbor Relation Table (NRT) automatically.

in case when there is missing neighbor eNodeB (X2 interface) or X2 Blacklist or peer target sie is down -----> SCTP link will be deleted .

SCTP link Set up automatically when X2 interface is up
